If there's a building in the city able to respond to this need, they will send out a delivery truck. If there aren't any buildings available in the city to respond, then a truck will import from the edge of the map. And if no truck arrives with new raw material before the building runs out, it will complain about not enough resources.Adding in one of each industry type's raw material storage either near the rail(s) or directly by the generic industry should allow for the demand to be fulfilled quicker. Based off your snip, you've only got generic industry and are relying on outside connections to import your raw material needs, and secondary material needs.The goal is to have your raw material storage levels around 50% at all times. If you go too far outside of that it starts importing and exporting to stay in the 40 to 60% range and that takes your storage unit delivery trucks out of the area. It doesn't matter how much you produce or use.
